Taiwan's White Terror: KMT Repression and Documented US Awareness
SUMMARY
Taiwan's White Terror (1949-1992) refers to a period of political repression under the Kuomintang (KMT) government, led by Chiang Kai-shek, following their retreat to Taiwan after the Chinese Civil War [1, 2]. During this time, martial law was imposed, granting military control over censorship and the power to convict dissidents and civilians of sedition, often based on accusations of communism [2, 6, 7]. Intelligence agencies carried out arrests, interrogations, and executions under laws like the "Statutes for the Detection and Eradication of Spies during the Period of Communist Rebellion" [3, 6].
Claims suggest that during this era, there was growing US awareness of the KMT's authoritarian practices, particularly during the Vietnam War period [9]. Some Reddit users further claim that the CIA actively encouraged the KMT's activities even into the 1980s [13]. Historical research institutes in Taiwan have compiled and published intelligence documents from the period, offering primary source material for understanding the KMT's internal operations [5]. However, the extent of US involvement or condonation remains a subject for further investigation, with documented evidence primarily indicating US awareness rather than direct encouragement in the provided sources.
The White Terror resulted in numerous wrongful convictions, imprisonments, torture, and executions, with estimates suggesting thousands were executed and tens of thousands imprisoned [3, 6, 7, 15]. The period is also characterized by links between the KMT and organized gangs, with gang members holding positions within the military, police, and intelligence services [4].
STRONGEST CASE FOR
The strongest argument for significant US awareness and potential tacit support of the White Terror rests on the geopolitical context of the Cold War, where the US prioritized containing communism. While explicit encouragement by the CIA is a stronger claim, the documented US awareness of the KMT's authoritarianism, as suggested by some forum discussions [9], implies a strategic tolerance for KMT actions in exchange for a bulwark against communist expansion. The sheer duration of the White Terror, spanning over 40 years of martial law, during which the US maintained strong diplomatic and military ties with Taiwan, would make it implausible that the US intelligence and political apparatuses were unaware of the KMT's repressive tactics. Declassified files related to the KMT's intelligence operations, such as those collected by Academia Sinica [5], might eventually reveal communications or intelligence sharing that would corroborate deeper US involvement or condonation.
STRONGEST CASE AGAINST
The counter-argument against direct US encouragement or active collaboration with the White Terror focuses on the absence of verified primary documents explicitly detailing such collaboration in the provided sources. While the US undoubtedly had a strategic alliance with the KMT during the Cold War, and there was 'growing US awareness' of KMT authoritarianism [9], this does not equate to active support or encouragement of human rights abuses. The KMT's repressive actions were primarily driven by its own internal security concerns and determination to maintain control after losing the Chinese Civil War [2, 3]. Without declassified US government documents or testimonies that directly confirm US intelligence agencies actively encouraging or participating in the persecution of dissidents, claims of deep US culpability remain speculative. Online forum discussions, while indicating a narrative of US complicity [9, 13], are not verifiable evidence of direct state-to-state collaboration in repression.

Early 1950s : the harshest. Taiwanese society was then pretty militarized, it is when the regime executed the most (the site for execution was in Taipei, a few years after they moved it out) and, perhaps, tanks could be seen.

Nonetheless, there was growing US awareness that Chiang Kai Chek was running a dictatorship under the guise of martial law, especially during the Vietnam era. China and Russia actually made the U.S. condone the R.O.C.s. authoritarian ways more than it would have preferred.
