ROK-US Intelligence Cooperation in Park Chung Hee Era Domestic Politics (1961-1979)
SUMMARY
This dossier investigates claims regarding intelligence cooperation between the Republic of Korea (ROK) and the United States concerning South Korean domestic political matters during the Park Chung Hee regime (1961-1979). The National Library of Korea has surveyed and analyzed CIA documents related to Korea, classifying them into periods before and after 1968, and including collections such as PDB NIS JPRS. The National Archives of Korea manages presidential records, aiming to enhance transparency and public awareness. The U.S. National Security Archive also maintains collections of declassified documents focusing on U.S. policies regarding the two Koreas from 1969 to 2010, which provide insight into U.S. alliance management with South Korea. South Korean legislation allows for the opening of government records over 30 years old, with exceptions for national security.
STRONGEST CASE FOR
Proponents of ROK-US intelligence cooperation in domestic political matters could argue that the extensive declassified U.S. and ROK archival holdings, particularly those from the CIA and State Department, likely contain evidence of such activities. Given the Cold War context, the U.S. interest in political stability in an allied nation like South Korea, and the Park Chung Hee regime's authoritarian tendencies, it is plausible that intelligence agencies collaborated on monitoring domestic dissent, political figures, or stability threats. The National Library of Korea's CIA document collection and the National Security Archive's focus on U.S. alliance management would be primary avenues for such evidence.
STRONGEST CASE AGAINST
A counter-argument would suggest that while general intelligence sharing on North Korean threats or broader security issues was expected between allies during the Cold War, direct U.S. intelligence involvement in South Korea's internal political suppression or surveillance of its own citizens has not been definitively proven as a widespread, officially sanctioned policy. Archival records, while extensive, may reflect U.S. intelligence *collection* on ROK domestic matters for analytical purposes, rather than active *cooperation* with ROK agencies to influence or suppress domestic politics. Any such cooperation would likely be highly compartmentalized and less prone to explicit documentation, making direct evidence scarce even if it occurred.

In 1968, the Park Chung Hee regime instituted a policy of "self-reliant national defense" (chaju kukpang) to build a national defense industry in the 1970s, in response to perceived lackluster U.S. support for ROK military modernization amid North Korean threats.

I've lived in Korea for 3 years, and it strikes me that I don't know much about its history (even the Korean War didn't get taught to me in America). Any recommendations for learning about early Korean history (preferably around the silla/goryeo/joseon period)?
